ESCTU Board
Our
chapter develops an annual plan. Ideally, it is tied to a five-year strategic
plan. The plan is as specific as possible, with target dates and responsible
people assigned to each task. The annual plan helps to deal with the sometimes
overwhelming range of projects that the chapter undertakes each year. Here are
six steps the chapter takes to create our annual plan:

Identify the people who will help develop the plan
2.
Take stock of the current situation
3.
Define desired outcomes
4.
Identify the action items
5.
Draft a simple plan in outline format
6.
Implement the plan and evaluate progress
The
purpose of the plan is to guide the ESCTU program for the year.
We
will refer to the plan often over the course of a year, the communal thinking
required to draft the plan will increase feelings of ownership, deepen the
commitment of the chapter members, and provide a shared sense of direction and
purpose.

The
Chapter President is the chief executive officer of the chapter. This volunteer
is responsible for the general and active management of the business and affairs
of the chapter. The President serves as Chairman of the Board of Directors and
presides at all membership meetings. The President should supervise the
operations of the chapter, making sure that the various officers and directors
are performing their jobs properly, and offering them assistance whenever
necessary.
The
Chapter President is a good administrator, because many of his or her
responsibilities will be overseeing the work of chapter committees, coordinating
their activities and assisting them with various special projects from time to
time.
The
President is responsible (with the Chapter Treasurer) for the chapter filing its
financial report with National on time, in addition to ensuring that chapter
contact information is kept current with
www.tu.org. The President also must assume the responsibility for
leadership development, to insure the chapter’s continued success when the
current leadership moves on.
While keeping in mind the larger context of TU’s state, regional and national
goals, the President must coordinate the four core functions of the chapter:

Conservation
2.
Education
3.State-wide
coordination
4.
Cooperative fundraising
The
President serves as spokesperson for the chapter at public gatherings and
hearings, and should maintain good relations with local press, conservation
commissions, environmental organizations and government officials.
The
President is a key connection between the chapter and state council. In
addition, the President represents ESCTU and the chapter to the general public.
One of the President’s most important duties is identifying and grooming his or
her replacement
- Vice President :
The
Vice President of a ESCTU chapter is second in command. The position of Vice
President is often used as training for a leader to step into the President
position.
The
Vice President is responsible for:
1.
Maintaining a high profile in the chapter.
2.
Presiding over meetings from which the President is absent.
3. Providing support and assistance to the President in order to achieve the
core functions of the chapter.
4. Performing
duties as assigned by the President or the board directors.

Treasurer / Membership :

The
Treasurer is responsible for:
1. Collecting and handling all moneys for the chapter including making
disbursements as needed.
2. Timely filing of financial reports with the national office.
3. Keeping accurate financial records including all banking transactions.
4. Maintaining the ledger of the chapter.
5. Making a report of the chapter’s financial status and activity at each Board
of Directors meeting.
6. Maintaining tax IDs and, if applicable, file taxes for the chapter.
7. Serving as a liaison to the state council and the national office to comply
with TU’s financial policies.

The Secretary is responsible for:
1. Keeping the minutes of all Board of Directors and membership
meetings.
2. Coordinating with the Newsletter Editor or President to write and
send all meeting notices of the chapter.
3. Other duties as assigned such as important correspondence with
outside organizations, individuals and partners.
Many chapters appoint a Membership Chair whose duties include tracking the
membership of the chapter. The Membership Chair plays the key role of helping
current members resolve membership issues in conjunction with TU National staff.
The Membership Chair also tracks membership numbers within the chapter, noting
new members that are added and existing members who expire. Beyond tracking
these statistics, the Membership Chair takes the lead on programs to recruit new
members, welcome members that do join the chapter and encouraging members to
renew.
Conservation Committee :

The Conservation Chair is the central point of contact for the chapter’s
conservation activities. This officer coordinates conservation projects
and campaigns and stays abreast of conservation issues in the chapter’s
area. This person should be the person to answer questions regarding
conservation from members, local media or the general public.
The Conservation Chair should be well aware of TU’s National
Conservation Agenda and the conservation priorities of the state council
because a chapter’s conservation activities must be consistent
Banquet Committee :

The Banquet program is the primary resource ESCTU has established to
help the chapter raise money. The program is designed to generate financial
support for local and national conservation work. The chapter raises
approximately ~$2,000 through the Banquet.
Holding a banquet or special event is one way our chapter can recruit new
members, receive recognition for its work, and raise money for its
operations.

Communicating effectively and in a timely manner with ESCTU members is
crucial to the success of our mission.
The chapter Trout Release
newsletter is the most important vehicle used to disseminate information to
ESCTU members. The newsletter, as a monthly publication, keeps chapter
members informed about chapter meetings, events, and issues that are
important to TU.

related to fly fishing presented by experienced Guest Speakers in
the sport of fly fishing. . The Responsibility of this committee member
is to locate and schedule Guest Speakers for upcoming meeting.
